Here at least, the context provides enough context to have more charitable interpretations for the situation.

• Leonardo is constantly stressed and Scarlet probably wants to give him a chance to have a break hanging out at the festival.
• As Scarlet says to Leonardo, the little lady could use the opportunity to just be a normal girl for a bit.
• And importantly towards your concerns, Scarlet trusts Leonardo to not be creep and to handle things appropriately.

And Sanya does come to understand the age gap on her own, which would probably stick better than Scarlet just telling her that it's inappropriate and that she should just give up.
