He's a hardened criminal. He looks like one and apparently if someone doesn't obey him, he will use his connections to make it impossible for the person to work as an adventurer in the town anymore. From that general attitude you can tell he has low morals. He has probably murdered troublesome people as well, to keep them eternally silent. He has definitely raped or blackmailed women. I doubt forcing a child to get naked is much in his resume. The whole adventurers guild seems to be quite nasty because it's not like Grisha would have looked markedly different from the other people present.

It does track with the established setting; Hoping Riesz melts the next guy that tries it.
