I will never understand the logic of stupidly evil nobles. How do you profit from lending out large sums of money to a village that you know can't pay it off? Slaves aren't going to help you fight off this dragon that's threatening the stability of your country and all that gold is just getting circulated away from the treasury and into the coffers of the dried food merchants. Why does the King have such a visceral reaction to a benefactor essentially solving a huge debt problem that would have most likely never been paid back? If the goal was to eventually turn the elves into slaves anyway and sell them for more money than the outstanding debt, then why are they using such a protracted method of "legally" enslaving them? You have the monopoly of force, just take them from their homes and sell them. Especially before they become malnourished and too sickly to be of any productive value. Why is the King invested in the village's past production of goods and taxes? Because he knows that slaves are a burden and cost more than people voluntarily working and producing wealth that will spread throughout the whole country? The sale of the elves would cost them time and other resources getting them set up to auction while creating discontent throughout the Kingdom knowing that the Crown is ready to sell its' own citizens into slavery for a quick coin.
The clear and obvious course of action to take would be to find this benefactor and do whatever you could to have him kill this dragon, not use your damn army to burn down the fucking forest to teach him and the elves a "lesson". Great idea too, burn down the forest so that if you do kill the dragon, the animals won't come back anyway because you destroyed their natural habitat. From rulership like this, this country probably doesn't have long to survive anyway before the people storm the castle and put his head on a pike while neighboring countries invade and take whatever land they want.
