I assume not the government, because there's an even easier answer: One of the Valiants, Malebolge, was at the party (in human form) where Noel did his whole song+dance about Hugo being innocent (she's shown in Ch 52, and we know Malebolge is a Valiant from Ch 30 where they're all listed off). She's also mentioned as an associate of Hooger, the guy who Noel knows is behind Hugo's framejob, and who Noel assumes the assassins are from, so she's already deeply connected with the situation and probably just gave some of her own abyss/valiant genes/whatever to this guy.let me guess, someone implanted some abyss genes to the noseless dude for a sure kill of both mc and puppeteer. The first one shown here, who gives the status report, is just a totally confused and overwhelmed dude trying to do his job. Mustache guy was bribed by the Justice Department to let the killers in and look the other way, thinking such an apparent act of incompetence would earn him a pro- instead of a demotion afterwards, and the guy handing Noel the key is Loki in disguise. He explicitly says so.

This is a "flashback" panel (not to anything we've seen, but the horizontal lines here are a technique sometimes used to show a scene from the past, and it's basically showing Noel coercing the guy with some kind of picture, explaining why he's so jittery when Noel addresses him. I assume they just TL noted it because this is something more explained in the source material or something, where this version just glosses over it with a single panel of a scene we probably won't ever be shown in full.
