Anyone else hallucinated that Noel got Hugo's confinement overturned in the party or whatever so there's no need for a prison break?
Or did he anticipate assassins so Hugo was never going to walk free.
Hugo was exonerated, but if you remember, part of the purpose of the show+dance at the party was to cause the "real mastermind" behind it to freak out, who they found to be Andreas Hooger, a merchant tied to the mob family (which is why Fino attacked Noel a chap or two ago).
Page 8 here, Noel mentions "Andreas has made a move", implying that these assassins have been sent by Andreas. So the point of the prison break here isn't because Hugo needs to be broken out of prison, it's because assassins sent by Andreas have been sent into the prison to kill Hugo, and Noel needs an excuse to enter the prison in order to save Hugo from the assassins, so he's causing a prison break to give him an excuse to enter the prison to fight them.
And as Noel mentions on page 9, the assassins were sent into the prison (rather than waiting for Hugo to get out) so that the blame would be put onto the Justice Department (since they control the prison), to keep blame away from Andreas. And Andreas is probably just sending assassins because Hugo being alive + out of jail is a loose end if he starts talking about the truth of the case, since that could probably lead back to Andreas.
So yeah, Noel just anticipated assassins.
