So like make an investigation on it then subjugate it? Why have someone investigate it for its wierd behavior just so you'd kill it in the end? Its not like "experienced" dragon hunters need an outside perspective to subjugate this thing

Going against something like big like that would require (or at least advise to) do an investigation, regardless if the plan is to subjugate it or not. That being said, the focus of investigation would change depending on which choice is chosen.

Subjugation:
what causes hostile behavior? Can we direct/control the source as distraction?
are there trace of past battle on it or the surrounding? What kind of weapon would work? Old wound that we can take advantage?
where is a suitable battlefield? Do we have escape path? Can we limit it's escape path?
Keep:
what cause hostile behavior? Can we get rid/control this source?
is there ways to appease it?
if we can't control it, can we at least limit its movement to an area so that it doesn't harm civilians nearby? What is the safest distance?
