Oh no, he choked. There was technically nothing stopping him from trying to confess again any time after he got foiled twice, and he was able to muster the courage to do so back then. He has it in him, but just... fumbles when it counts.
Honestly, something like this would've been better for his first attempt to confess instead of that cliche train interruption we got back then.
