I saw someone say in Chapter 12 that Keiichi was manipulating Akira, but this chapter makes it feel like the opposite. I think it is important to understand age and position does not matter when it comes to manipulation. You can be younger than the person and be their junior in ranking and be able to manipulate someone older and in a higher position.

In this case, Akira gives Keiichi an ultimatum that is rather harsh since she knows how Keiichi feels and knows that their relationship is wrong. Yet she makes him choose between being siblings but never seeing each other again or playing married couple. You could also view this as Akira just giving Keiichi a push since he is so indecisive. She is essentially forcing the relationship either way. She knows Keiichi would never make the choice to be apart from her. Sucky situation. The blame does lie on Keiichi as well though for being wishy-washy. So maybe the fault lies with both of them…
