OK, speaking as an actual Saudi Arabian... the author unfortunately has a huge misconception about why women have been barred from driving in Saudi Arabia until the new policy change in 2017.
The sad truth is that Satoko's conclusion in the 2nd panel is spot-on. Saudi Arabian women being forbidden from driving had been driven by societally endemic sexism that is ironically in stark contradiction to the teachings of the Qur'an and the Sunnah, as well as precedent set by the earliest Muslim societies, when it was perfectly acceptable for a woman to rude on a camel by her own to travel from city to city... so long as the ruling government has made sure to eliminate the threat of bandits and such.
