Truth be told, as long as there are humans, there will be hostages. Trying to save everyone will only get every killed. As long as MC still have his humanity, he can never win against a killer with no restrictions. It's like you are thinking inside the box while the clowns are thinking outside of the box.

This really brings into perspective that one Getter Robo Armageddon episode where Ryoma just kills off all of the "hostages" the Jinmen 2.0 monster had.

Also I'm surprised the government never started an all-out war against the 47 Ronins-er, Clowns after all of these gruesome deaths (there have been at least 50 victims shown to us so far including that pile of corpses in Punished Yuuto's first appearance, not to mention the ones the other clowns and the OG Joker already killed offscreen), which is suspicious. Even Deathtopia had an organization established solely to combat the Cheater threat.
