If they're old enough, there were male scavengers, so it was more iffy until we got confirmation that they were girls.

Not really, this is pretty much a one-sex environment, as it was confirmed that unisex environments caused chaos at the first time, so now they only have girls, and has been for a long time.
So I think at least for the scavengers, we can safely assume that they’re all girls until proven otherwise, especially since the author has no intention of adding male scavengers within the narrative.
If you’re really uncertain, they/them is still a choice. It‘s honestly really strange to naturally assume a male when this is 99% girls and the rest is ambiguous gendered avenger ghosts.
Oh, and on top of that, I think due to the translation issues, there are times when both “Kei” and “Kay” are used are used to refer to the anti-returner leader. And there are “avengers” but previously they were also referred to as “vengeful ghost”? Also I think there were more appropriate terms than “subjugation”? I am not sure what the raws say but it would be good to provide some consistency, as there has been some jargon terms provided by the past translators, I think.
Aside from that, great job! Thanks again for taking up the translation of this, and looking forward to the next chapter! Toto-Chan is really on fire!

wouldnt it make sense that the anti returner faction is the reason they did the gender changes then? that the kei dude is one of the main reasons for that? we'll have to see

No, there really isn’t much to this (as far as I know anyway). They exposited that fact a few chapters ago in the notes at the end of each chapter talking about why only young girls are taking up jobs of scavengers, because among humans beings, they’re the most compatible with the BP environment, and they tried a mix gender team, but the women get into pregnancies, leading to chaos, so they only have young girls raised to be scavengers now. (No matter what you think of that explanation, it’s what the author gives for this story.) And the reason I think that has nothing to do with Kei is that the timeline doesn’t seem to add up. Kei’s team of anti-returner faction is not the first, but it’s certainly a new one, and a very troublesome one, while the gender issue is long before the first chapter of this story.
Also, “Kei” (or “Kay” since the translation is still a bit inconsistent) literally means “thousand” in the original kanji, so there’s no way out of it, this name refers to the number 1000 scavenger who just had the phone call at the end of this chapter with 1010, who is very clearly a woman.
