Why not both? They’re little girls AND trained professionals. One could technically argue all those magical girl genres are like that as well.
And as soldiers they’re easier to manage, I guess.
And being brought here while young made impressionable and focused explorers. Who knows.
It is what it is, and who knows if there’s a similar organization like this doing exactly the same thing and also isolated, but with young boys.

And it may be cruel saying this but the younger the people, the more expendable they are. So best to train them as early in life as possible.
