Reading deeper, this one is tied closely to the original, SCP-173. 173 and 3693 are almost counterparts - both are made of similar materials, are covered in the same bodily fluids, and have the same type of power, albeit in opposite forms. Both move when you're looking away, but while 173 tears you apart in the real world, 3693 follows you in the dark world, when your eyes are closed. The running theory is that the murder was a tag team between the two SCPs - the victim was distracted by 3693 moving while blinking, allowing 173 to do its trademark necksnap attack.

173 and 3693 were in the same warehouse by some weird coincidence and this woman got her necksnapped by 173, which triggered a violent response from 3693 which appears to only want to "be admired even if you close your eyes".

173 is "don't look at me".
3693 is "please look at me always"

Thought it was a counter defense method against 173 but this one is more likely to be made to distract people and help 173 actions, unless 3693 looking is counted as "someone observing" and it stops 173, so being with both in one place make the subject survive.
From that we can make up a theory that the woman that was killed by 173 was experimenting on both or got killed by a 3rd party that made 3693 move away and 173 used the moment to kill her.

I think 3693 moves directly in front of the person with their eyes closed so 173 can't move behind the victim to snap their neck. It was probably created to lock 173 in place without needed human intervention, the same way Weeping Angels can lock themselves in place if they're maneuvered into looking at each other in the light. The corpse in the basement was the body of the soul now possessing 3693.

FYI, i have no idea if this is true. That's just my speculation on how they react to each other.
This SCP might violently take revenge on anything that stops "her" from being admired.
