The first chapter was kinda just generic creepy stuff set in schools.
This one is about having the attention of entities that you don't want paying attention to you. Most are generic, some stalking stuff. A couple are based on the old idea that to acknowledge a supernatural entity is to invite it into your life or to become vulnerable to it. Like observing the man on the building or talking to the masked man.
I don't think there's much to "get" about these stories, usually. Make sure you are reading the little descriptions at the beginning of each chapter, though, since those tell you the theme.
