This principle is a good person. Indeed, it was not good to stop someone from following their dream, but he knew that to be adventurous, they needed talent and magic. If not, only death will follow them. But he also does not fully stop it; he makes MC do other things job first and checks and tests MC if he really is okay to be an adventurer.

Feels off to have the "common magic being repurposed as offensive magic" when it's in modern settings.

Only because the idea that someone only now came up with the discovery that "layering a material or action to make it more powerful" but with magic is unbelievable when it's a modern world.
People in our time would've endlessly experimented with the simple "push spell". Hell someone would come up with a way to compress hundreds of level 1 push spell to make a freaking gun.

it's possible that because it's unpopular so nobody bothered. In addition it was mentioned that he could stack it more as his skill level increases, normal people can't stack many unless they went to the dungeon and leveled up.

Well life magic itself isn't that popular and can mostly do stuff that can be handled by machine so it make sense why people didn't bother about it. There's also the fact that Grimm life magic lvl play a big role in his discovery, doubt people will take the trouble of levelling up life magic just for uncertain outcome that may not give them anything at all

Even that part about "you need to use magic to beat stuff in the dungeon and get stronger, and life magic is too weak at level 1" thing is stupid. Since all principal had to do was accompany mc on his first few runs and ensure his safety for the first few levels.
