So, I'm a little confused. The goddess is the one responsible for giving birth to all humans in that world, or just the women of that place, or was she speaking more spiritually, or what?
Why did the Goddess have to be lewd (though I'm totally behind the lewd goddess)?

If I understand it correctly, ie. don't count on that. Then:

The goddess canditates have a lot sex with the sage and store his little swimmers inside their bodies (because magic). Obviously, the most lewd girl has the most sex = most seed and is thus selected as goddess. Then she gives birth to humans(because magic), or more likely girls, until she runs dry. Then they have to select new goddess.

The sage's guidance is just excuse to have a lot of crempie sex. Or something like that. LOL.
