I think it was made by the author to make a contrast (basically, every character in the series is built on contrasts) of her punk appearance and her love to living creatures.

By the way, in Japanese, "wani" means "crocodile" or "alligator", that might explain the "chomp" sequence at the ending frame of the 29 chapter (and her green hair as well).

Personally wouldn't get something like that done myself, but if your tongue proportions are fitting it can look pretty cool ngl.

After not too long after birth,majority of all humans pretty much have perfect control on how their tongues move,so splitting them doesn't actually do much to change how a human can use them normally,only expands what they can now do with 'em.

Longer tongued fellas will definitely get more bang for their splits,but otherwise is far less of an issue compared to tongue piercings.
