Ice Guy has 0 awareness. When you're attacking someone with intent to do harm and their reaction is to basically not have a reaction, and not just once... but twice? From the vice president's POV, this is probably pretty smart, tbh. Nice way to show off Kyle's power to the other students to try to head off more conflicts, without having Kyle direct his magic at them.

Though we all know Brad's just gonna become more bitter about it and do some shady shit towards Kyle anyway.

id say its less smart and an oh crap oh crap last minute "plan" to try to difuse a nuke... that he knows he really cant do shit about and is prepared to take a beating, lets hope he seems weak enough to not draw kyles attention/intrest otherwise he may explode anyway.
