Considering it's already been established that there are 4 floors total (including the hidden god realm) and a final floor, unless the 3rd floor is it, I'm inclined to agree with you.

World building is super flawed, like, if less than 20 percent make it to the 7th district, does the 5th district only contain a handful of parties?

Yeah, as much as I like this series, it's incredibly silly how some of the world building has been done. High-ranked seekers have to be incredibly fricking meta-gamey or have ridiculous equipment.
