Wait why even take on the cloud guy. It's clear he's not under their control anymore and just doing his own thing. Just ignore him and beat the bad guys up unless Banshou actively tries to stop them. Also I've said it before and I will say it gain. Shinsuke is the best character period. His character arc has been amazing and it's the highlight of the manga for me. He's probably is and always has been one of the weakest people there but he's still just great.
