That old age of consent is the national one, but most districts de facto ups it to 18. There's like, only one island that doesn't have its own laws about age of consent, so it follows the national one.

So that means, she's going to be waiting up until at least she's 18 and it's also because the lower age limit requires the consent and approval of the parents.

Age of consent has been 16 for decades in nearly all prefectures and locals, predating and superceding the national change by decades. So no, the age of consent was not 13 as so many like to continue to spread such misinformation, save for one exception. There was only one small island that still had the age of consent at 13, but there were no children living on that island and only a couple dozen adults, mostly 40+ of age, still living there at the time the national law was changed.

Typical Japanese teenagers age in high school is 16 for first years, 17 for second year, and 18 for third year. It isnt unusual to have a 19 year old 3rd year in high school, nor 15 in the first year, but again, it's typically 16 to 18.

And it was already mentioned in the manga she's 16. BTW he's 26, as the college chick is 19 and it was stated he's 7 years older then her.

Age of consent varies in the US, but this is Japan. Under 16 it's still considered statutory rape (as mentioned before it used to be under 13) but that's only at the National level. At the local levels there are all sorts of indecency/morality laws that can effectively raise that much higher and those vary by locale.

This is an article from before the 13->16 change but talks about things that raise the effective age. (Primarily the national-level Child Welfare Act and Juvenile Obscene Acts Law. It doesn't mention localities.)

The table can be a little confusing. For example, in Indiana Romeo and Juliette laws would allow two 14 year-olds to have sex but it is 16 generally. In California there are no Romeo and Juliette laws and no Authority laws so it is 18 for everyone. In Connecticut two 13 year-olds can have sex, for anyone NOT in authority it's 16, and it's pork away at 18. In Washington there are no R&J laws, NOT in authority is 16, unrestricted at 21 (no matter how much you love your boss she can't touch you until she can take you for drinks).
