To be fair., D has only ever wanted to "rule the world" out of obligation. Not once has D ever gone "I have to do this because I want-" its always been "I have to do this because I'm a monster which means I have to-". He doesn't wanna be a dictator, he just wants him and his species to be seen as human beings and to have rights and respect. He never says it, but if you reread and pay attention its obvious.I don’t care for the flashback revelations. In my opinion, they worsen the story and make future events less meaningful. Instead of D rebelling against expectations with his own will, he just says, “Well, fuck it, I’m free to do whatever,” since he lacked a real purpose, rather than defying his nature and what's expected from invaders. He essentially got permission (unshackled instead of breaking free) to stop acting like an invader instead of imposing his will over society's.
