That is, if I understood you correctly, the editors simply rudely got into planning and forced the author to configure things what they considered necessary?
That would be jumping to conclusions. While the editor is involved in the decision, whether it was one settled rudely or amiably, only the main parties themselves know. Though I subjectively think that had this been something forced, the Twitter posts would've been more resentful.
Thing is, despite the bad rep editors general get, there have been historical instances when their contributions actually have allowed stories to succeed and thrive (the most prestigious cases being perhaps World Trigger, Kimetsu and Spy x Family). It's why for this instance, this decision to re-sequence the events of this latest phase of the story, I'm trying to imagine what would ensue if things proceeded in the original order.

Let us imagine we go back in time to Ch 195, after Louise/Lou are rescued, Candy's group all successfully made their Debut and Kate just finished reassigning the Teams across the Children's Wing. In this alternate timeline, Barbara/Barbie don't come in with the Special Coffee, Anthony didn't walk into open daylight and Kate gets to work properly as the main Star Bearer of the Wing. Upon such a backdrop, imagine if we go dive into the lives of the ensemble cast for some time, pending whatever other manor ongoings originally planned before Anthony finally made his move... how would that sound? Is this something the fanbase would take kindly to?
Personally, if the original idea more or less worked like this, unless that "other manor ongoings" (mystery, mischief, crawling chaos, intelligence gathering or whatnot) is sufficiently enticing... I think it'd be received worse than it is now. We already had people crying that the whole Louise rescue operation was "Debut Namek" and dragged out, with Somato-sensei's bad health and schedule exacerbating matters. So had the authors followed up that arc with one intended to be a series of character-centric segments, I think we will have people complain it "resembles a non-romantic story thats live too long" anyway...but this time, you wouldn't know what else is over the horizon exactly, so it'd be received worse.
Contrast that with what we have now: as infuriating as Anthony is and that we don't get to see Kate's untainted governance, his takeover and answers about many mysteries really did give this latest phase of the story a good kickstart after how slow the previous rescue arc was. Kate and Jeremy now actively working to cure and recruit more kids to their cause serves as an
excellent backdrop for checking in with the ensemble cast (such as with Evelyn/Eve), and we now have two solid things to look forward to: intelligence gathering on the Adult's Wing and defying Anthony. The only real negative is again Somato's bad health making the initial Anthony parts so slow-going. Heck, one might argue that it's exactly because of said bad health that such a kickstart was suggested to keep things exciting in the meantime.

All in all, while we have no way to know what exactly Somato's original plan was and whether the editor's suggestion was the right call, when I try to visualise the alternative and consider what could've been (based on what we know)... I think that the change has its merits, it's not all bad. Heck, I'm glad we're still allowed to get these character segments instead of having them be completely lost!
