The mother wanted her baby to live, doesn't mean her family did. She seemed she was a highschooler or something. It would bring a bad name to her family, so Baby Tokiko was considered "not wanted". After all, she still relied on her family, living-wise.

Can't say I fully get what the compensation and the desire fulfilled mean in this context.
