I think the design was intended to be less painful than doing it with a sword , because you need multiple chops with that, and that's painful, but besides that there are numerous records of people losing their hands or legs and not feeling it straight away , some even might still have the impression that they still feel their lost limbs a dozen of seconds later because they haven't realised it yet , so maybe with the guillotine it's the same principle , you might feel it , but not necessarily feel painExcept in extreme cases (being squished absolutely flat, for instance), death is a process. You don't die the moment your spinal cord is cut. You're fully conscious until the oxygen in your brain gets too low. Maybe 15-30 seconds I'd guess, based on how long it takes a sleeper hold to put a person out. Either way, it's long enough to feel the pain from the cut and feel your head fall into the bucket.
