This chapter is referencing the story of "Fuma Kotaro", in real life the no-de-guerre adopted by the leaders of the "Fuma ninja clan" after they came under the service of the Hojo clan, starting from the fifth leader (originally Kazama Kotaro). The clan is technically the oldest ninja clan, but nobody knows for sure what they were actually called. The name we call them by today is a retrojection of Fuma Kotaro's name back into his clan. After the Hojo submitted to Toyotomi Hideyoshi, they were ordered to get rid of most of their samurai (achieved by sending them off to Korea to die in the Imjin War), and to disband the Fuma ninja clan. The Fuma didn't actually disband but instead turned to brigandry and a bit of piracy (the Hojo ruled the shores of the Seto Inland Sea). Hattori Hanzo was ordered to hunt down Fuma Kotaro but died of an unspecified illness in the process. A large contingent of Iga ninja were also killed in a naval battle (actually a skirmish of small boats) when the Fuma tricked them to board their boats then set them on fire. The two events got conflated and this prompted the birth of legends that Hanzo had been assassinated by Kotaro. The original Fuma Kotaro was probably killed in around 1603, but the sixth leader of the clan adopted the name and the Fuma continued to be active well into the Tokugawa Shogunate, being exterminated only around the start of the reign of the "Dog Shogun" (Tsunayoshi). One of the legends associated with this Edo-period Fuma clan is that Fuma Kotaro (either the sixth or seventh leader) for a time managed to infiltrate the Iga ninja's Hattori clan and became their de-facto leader before being found out and killed. That's the story this chapter is probably based on.
