Does Japan have similar laws in the states wherein even a minor is held legally accountable for posting child pornography? If so they'd be wise to cover their tracks and pin it on the bullies. There's cases in the states for a teenager facing legal troubles over posting their own nudes online because that's still posting child pornography.
