Dunno about molesting, but nanpa, where random dudes try to pick up women off the street regardless of who they're with, is extremely rampant in Japan; it's to the point that many places, instead of having a "No Loitering" sign will have a "No Nanpa" sign. Women have even been straight up kidnapped in the past by nanpa dudes.

Now take that and give those guys a modicum of tangible power over normal folks...
