You can blame how things have become since the fall of feudalism (though unlike what people think, yes you could own land and not be a noble in feudalism, well in western europe at least).
Basically commission, value etc comes out of your ability to sell the property, so they are insensitivity to overcharge for a house that's not worth the price, you'll find some good real estate agents but it's not exactly encouraged by agencies.
