This is exactly how the Japanese behave when you tell them to atone for the sin of murdering 20 million Chinese people during world war 2. They point fingers and never take responsibility, not even the emperor himself. So they turned Tojo into a scapegoat. But here's the thing... millions cheered as they proudly raped and killed, stole from the entirety of Asia and BENEFITTED from that theft. Yes, their happiness was built upon the sin of terrorising the entirety of Asia, from Korea and east Russia all the way down to Singapore. If only they would atone for their wrongs instead of practising historical revisionism...

Her guilt and her timid nature. She really thinks those lives her father helped destroy lay entirely on her shoulders.
By the time she's convinced to kill her father, she lost all sense of agency in place of a faux 'salvation'.
Similar things happen in cults where they make sure to make everything "your fault" and that you can only attain a clear conscious by doing what they say whenever they say it.
