@sjmcc13 The previous lord died in mysterious circumstances, with no way to leave a will. The current lord could be a long-term infiltrator, who killed the previous lord and took power. Land ownership can be passed to outsiders, the crown can't.
But considering Matty's detection ability, he would probably know if the lord was a demon. Demon magic detected in the lord's residence? He's a demon. But he never mentioned that, so unlikely.
@cor3zone : Except the position can not just be passed to an outsider. This nation has rules for inheritance of noble titles (see the issues with his brothers before in the intro arc), and the city lord would be a noble position. But anyway a noble position can not be passed down to anyone, it would have to go to a family member, and for an outsider to get it the king would need to be involved since that is a part of how noble status works. Even if it is not a noble position, then he would need a will to pass the position on to someone other than the next family member in line.
@sjmcc13 Right, right. I did mention "long-term infiltrator" though. What's to say they haven't already assumed a position in the city lord's family? And all that was said was that the previous lord couldn't speak or write to pass on his will. It was never said that a will wasn't 'produced'. Why kill the lord if you weren't already prepared to take over? We've already seen demons posing as humans during the tournament arc. Regarding the King getting involved, there are ways to forge a royal seal on an edict. Especially since demons are way more magically advanced than normal people. Since all outside contact was cut off/is being monitored, there's no way to tell if such an edict is real or not.
the slimes look like the slimes from Tensei Kenja no Isekai Raifu ~Daini no Shokugyo wo Ete, Sekai Saikyou ni Narimashita~, so it makes me sad to see them killed cause they are cute .

and that lord is obviously either a low rank demon or a puppet considering his absurd stupid actions, they are absurd and stupid even for that worlds degraded standards....
@sjmcc13 he could be human, sure, i wouldn't be surprised, but i though maybe he isn't. because the place has been disconnected from outside. this way his existence and plot could be hidden.
humans generally want something, greed right? but this lord seems to simple be destroying everything. the reason should be to weaken this place and maybe cause a issue with the dungeon.
i wouldn't bet they don't control the king to a certain extent or people around him, but if they don't, it can be easily explained by the royal family still having a few artifacts that can protect them. if they at the top can't even protect their surroundings they would have fallen a long time ago.
to be fair, it cannot be compared with the lord here. the city is isolated and all. if they simple switch the king, without doing the same for the rest, people would be alarmed. there should be quite a few families that may cause problem for them, or a few master left at least that they are still afraid of. a king can still be killed.
this place would be perfect to a demon, because he can hide his existence and his action temporally. he can affect the whole city, bringing it down without immediately alarming others. bu him being a human and having a demon behind him would cause the same effect. if there is no demon behind this, then i would be surprised. why would someone cause so much trouble? is he preparing to take all the money and things in the treasury and run away? there wouldn't be a city for long if MC hadn't come here.
and also demons can hide well, that was proven already, the students MC has beaten up were able to play humans, they only needed to restrain their actions a bit. they must be deep, if they weren't, the world wouldn't have fallen so much.
@cor3zone : The only way into the family would be adoption (very unlikely) or marriage (only works for inheritance if there are no sons). as well, outside was not cut off, it is monitored but the monitoring would have taken time to set up, they would not have asked the previous lord for a will if there was one. a Royal edict would get scrutinized without justification, and nothing other then the previous house being dead (removing the legitimacy of a will, since it this is something that can not be passed to any random idiot) or striped of rank for crimes would work as justification. a fake will not matching what was publically expected would meet to much scrutiny. As to a demon posing, not happening since they are to arrogant to have infiltrated any way other then the way they did in the 1st academy (by boasting their magical strength), and anyone known to be in that group would be assumed to be a demon, if they did not disappear already.
@moonlight00 : The Lord is not after destruction, do not attribute to malice what can be attributed to greed and incompetence. Every action including the guards is reducing costs/maximizing personal profits. As to the royal family they DID F-ING HAVE SOMEONE IN A HIGH RANKING POSITIONS BEFORE MATHIAS EXPOSED THEIR INFILTRATION. Plus the exposure was almost certainly after the previous lord died and was replaced.

The demons are idiots who do not work well with others even other demons
The demons seem to have lost allot of strength/knowledge as well
some of them are sealed from pre collapse days with the seals in various states of decay/failure

The demons were infiltrating to weaken humanity because they were not ready for an all out war, since it would be against all of humanity and they were no where near organized enough. Mathias exposed them before they were ready.
The city is not that isolated, there is a safe route to the capital it just takes a week, and Merchants are traveling there for the exported magic stones. That is how Mathias is able to send a letter. there is just a natural obstacle between the city and the capital everyone else avoids. This world just has the standard medieval lack of proper and complete communication. The guild knew about the 2nd academy being stronger this year, but did not recognize Mathias.
I am not saying there are no demons involved, but the chances of the lord being a demon (and not having dones something so the king suspects him and requested and "audience") are so small that it is not worth considering since there would be to many hoops to pass through, especially when an incompetent son no one wanted to inherit the title is so much more likely.
for the record, the lord IS a human, but there are demons helping him to a certain extent because it helps enable what they are up to in the dungeon
