Probably bad, since I assume they've gotta be enemies, just new ones that are also enemies of the empire. Basically just three different warring nations, with the third waiting to swoop in once the kingdom takes care of the empire. They're just there for the next arc, since Olivia just beat up the "elite" knights of the empire so they're probably reaching the finale with the empire arc.

No chance imo that a holy-aligned city is gonna be the ally of a girl who was raised by the grim reaper.
