Maybe cousin, this happen in yuru yuri as well. In some countries, even if they are your cousin, you still address them as if they are your brothers, sisters. So I guess we're just lack of info.

Eri also seems to have a 'younger brother' as well. And in one of the chapter, she mentioned having to cook for both kf them pretty often. Sl either it's a mistake in the early stages of the manga, or they are cousins who live together
