Same way you have drinks that resemble other drinks (like Coca Cola). People try and guess the recipe. According to Wikipedia, the sous-chef was the one that started its spread by trying to replicate his recipe based on Olivier's ingredient setup

Regular modern version of Olivier salad only has mayonnaise for dressing. Adding mustard or yoghurt would be a modification.
