Their parents are lazy asses that don't care for their official duties or raising their children and delegate everything to their subordinates. They are scum who just want to enjoy the perks of their noble status without doing the work.

Zechs has been winning over those subordinates because he actually gives a shit.

The butler has been assigned the responsibility and authority to do all the lord's administrative work in his place and likely ordered not to bother the lord with the details. Since the current lord doesn't give a shit, he's consulting with the heir - since Zechs is actually competent and responsible.

You could also look at it as hands-on training for his future employer - because they'll all be out of a job if Zechs becomes like his father and leads the family to ruin.
