Pachinko machines is somewhat regulated that it MUST give wins occasionally. If you are number savvy enough you can (sort of) predict which machines that will give wins soon. Also there is some physical skill involved in manipulating the ball you launch in the machines.

But otherwise, yeah, it's still gambling and luck at the end of the day.
