It's good. Definitely not fantastic, but definitely good. If nothing else, it deserves huge credit for avoiding the three big problems that commonly plague yuri works¹.

Admittedly, there is not much romantic progression here. (As a matter of fact, we don't even have definitive proof that their sexual orientations are compatible.) I'm personally fine with this, other readers were very much not. It is cute, likeable, and funny, and that for me is enough.

¹ Namely:
  1. All males are absent/negligent/abusive
  2. All females are homosexual
  3. A yuri relationship must never be considered abusive regardless of how many red flags there are.
This has none of those, while abominations like eg Shitrus have all 3.

Wow, this ending...
The only evolution we have is that Kuro Gal know that Otaku-kun was helping her to get closer with her friend. But aside that, the relationship between the two girls didn't change even each. They are besties, that's all ! Otaku-kun was useless, he only served for the ecchi scenes at the beginning and adding some aaaangsts.
I would be more satisfied if Kuro gal confessed her feelings at the end and get a NOPE from her friend but still remind together as friend and Shiro gal end up with Otaku-kun because she obviously has a crush on him.

This is why you shouldn't center your Yuri story on a man. He is useless. The lesbians don't need a third party and mostly not a man to teach / help them to flirt or be in a relationship.
And the people thinking that Shiro gal like Kuro gal but don't want to say it and she is forcing her friend to confess by flirting with Otaku-kun.... This method is so stupid. It's the worst way to tell someone that you loved them. Aside, giving the opposite effect and killing the little hope of the person you are trying to force to confess, they are so many better way to hint at someone that you loved them. And I don't understand why at a certain time you found it a lot on Yuri, at some point it was even a trend. Now it's rare or disguised like here.
They are many better Yuri out there.
If your thing is busty JK doing ecchi things, I recommend https://mangadex.org/title/d4d43c50-ce1a-4751-b474-e239cf862f2a/virgins-empire

Correct! I watched Citrus.
Everyone and their mothers know that watching Citrus isn't the best way to enjoy it. I watched the anime and couldn't even bear it. The manga was way better. It's not the god of all Yuri mangas, but I'm not going to lie that it was highly influential on me and many other Yuri fans. In fact, it popularized Yuri to a certain degree.

However, I didn't read this manga because I didn't like the concept of it. Although, it didn't contain what you called "the big theee problems that commenly plague Yuri" you forgot that this series has one of THE BIGGEST flaws of all time in Yuri. And that, what this person said:

Usually Yuri with a guy as the MC and center always goes wrong. The only Yuri I've seen with a guy as the MC or center that hadn't gone wrong is "I'll Cheer On My Yuri Onee-Chan" by Aoto Hibiki. And I'm not going to go further than this, because I will definitely trigger certain people, but this manga is borderline sapphic fetishization where the guy is definitely for the sake of self-insert.
