What is her goal? To go live in Tokyo with Shiroyama, the university is just a means to that. Doesn't matter what university she goes as long as it's in Tokyo. Todai is I think the most disputed university in the country, even the best fail to enter there, but she could without many difficulties enter in any other of the best universities in the are.
To me it's a mistake that her teacher allowed her to do this.
