Huh, probably not a terrible idea actually. People in prison are also supposed to be rehabilitated as part of their sentences (a thing generally forgotten by media & politicians). Having rooms with kittens & puppies and dogs & (friendly) cats would probably be rather helpful in that aspect. Probably hard to maintain or arrange to bring in periodically. Still, something that works well with PTSD soldiers reacclimating them to 'civilization'.
