Drugs are bad. In my hypothetical benevolent dictatorship, only alcohol would be allowed, and not in quantities large enough to get drunk off of, except for the festivals where it's a part of the holiday to get drunk.
Cheating is also bad. I would prosecute it on the same level as fraud or treason.

I would place the blame on the rich lady and man about 30%, the mom 65%, and the family 5%.
Reasoning:
The family is very slightly responsible, for not staging an intervention or anything when she got noticeably worse. Otherwise no fault.
The mom should've discussed her issues with her family, especially her husband, before she started uses meth and having an affair. Afterwards, she should've gotten therapy and apologized to her husband.
The rich lady and pervy dude got her started in her depravity, when they should have used their wealth to act righteously towards their "friend" in need, for example by perhaps hiring someone to help her care for the house, allowing her more time to pursue her passions and enjoy life.

I completely agree with the working lady at the end. Because of the mother's selfish actions, her kids are now likely traumatized from seeing their mother die before them, they have to live without their mother, and if the mother's affair and addiction come to light, it's not unlikely that one or both of them will blame themselves for causing her to find life dull.

How would you rearrange it if you considered Japan's societal/cultural pressures? I do agree that the mother takes up most of the blame, but how many of the roles, like housewife, were pushed onto her sithout her say-so? How deep of a psychological bog was she in to not realize she should change something before her "friends" intervened? I remember a saying the japanese have to describe their conformity (something along the lines of 'the nail that sticks out gets hammered back in'), so the only coping mechanism she thought she had access to was drugs, if not becoming a hikikomori.

Welp, she went out with a bang.Pretty lucky as her affair was not exposed, but the family and especially the kids' life probably gonna suffer from her action forever, made it on tv too. This was a decent "japanese drugs are bad" psa-ish, I cant provide examples but a couple I've read were a bit too cartoonish.

No seriously, my dad always told me and my siblings that. Don't do drugs or heavy crime. Be as bad as you want but never touch those things. Smoke, skip school, play games, be a neet or whatever but don't take drugs or do heavy crime.

The most fundamental base of a successful marriage is the values shared by both parties, followed by the trust they have in each other. This is universal. There are many ways for a women in society to find meaning, as well as to cope, without becoming a cheating junkie. After all, you don't see most women becoming methed-up adulterers just cause they find life a bit dull. Thus, I would not rearrange it.

I was tired when writing that post, so I'm sorry for lost context.
I do agree that she shared most of the blame, but I'm also trying to bring up that other psychological pressures she wasn't aware of, like social/cultural pressures, nudged her into that direction. It's akin to having a vague idea that you're in a riptide, but not how to properly get out, so of she floundered, and floundered hard.

For even more context, I took some sociology classes, and it's helped me to see actions as more complex than just the individual; an exaggerated example would be a place having low intelligence scores, and the city not replacing older lead pipes, and lead ingestion does affect mental processes/health, therefore because of whoever's in charge not replacing them led to a that place's populace suffering.

I hope you don't think I'm solely placing blame on society/culture cause most people should have self-checking processes to be slightly aware of what they're doing, I just want to acknowledge that some of it was nudging that a person couldn't recognize into a hole they couldn't get out of.
