There's the backstory I was waiting for. The showing of the disasters the Strays caused couldn't have come earlier. To be clear, the Strays are victims too, but now we know there's no way to send them back.

Now if only their cheat skills could somehow be disabled, maybe there's a chance to avoid killing them. Failing that, well there's only the undesirable options left...

This whole minority report excuse is garbage. X-Men literally does this scenario much better. There are plenty of disaster level Mutants but you don't see Xavier using cerebro to hunt and kill them. This whole story seems like a loaded question not looking for an answer as it already had it and never planned to change it. What if a person who was summoned found out about the executioners and possible was related to someone they killed. Would they have a right to hunt them? I would like to see that scenario.
