As much as i understand your frustration, keep in mind, someone with severe self esteem issues WILL act like that, i was like that at one time, so i know.
Usually all it takes is someone actually pushing them forward to do things right, like what the maid did.

my issue is that these manga are written in a way that other characters basically throw themselves at these kinds of mcs DESPITE how they act. if he was just alone and insecure, sure. but others putting up with this for more than 5 seconds is so ridiculous it doesn't even make sense in the mangaverse. what's more, the MAJORITY of works are written like that. like the other guy said, this seems to be legit a cultural issue with jp manga fans and/or creators.

that doesn't make sense at all when the female main character already likes him.
considering her feelings would mean accepting her proposal.

Yes because God forbid a Japanese manga be written from the perspective of Japanese cultural norms and expectations.

And people once more forgetting that, especially in situations like this, the characters aren't just thinking about their own worthiness or confidence. It's also about optics and reputation. It's not just the MC's self-esteem and sense of worthiness, but also taking into account how it looks from the outside. Like... okay say you hear about an older rich man marrying a younger woman. We've all heard that often enough. And what's the first thing that typically comes to mind? Either she's a gold digger or he's a cradle robber. Or maybe both.

Now apply that same logic here. Outside looking in, why on earth would the newest, legendarily powerful head of this immensely powerful family want to marry some powerless thirdborn castoff from their nemeses' house? The immediate assumption will be political scheming, strongarming, blackmail, etc. Everyone will look at her and their marriage with that kind of suspicion and/or disdain, seeing her decision to marry Nova as a display of weakness, insanity/mental illness, bad judgment, or just plain bad taste. And they will look down on her for it, which in a setting like this can have actual political consequences.

Besides that, when he thinks of someone else being more qualified to make her happy, it's not just his lack of self-esteem; he also doesn't see what he has to offer her. And lemme tell you what, in a healthy relationship you want things to be a two-way street. You want to be able to provide for and do right by your partner. If you feel like you're just dragging them down, leeching off of them, that they're going to get tired of your worthlessness, and/or you're inevitably going to fuck things up? That can inflict absolute HELL on your mental health and self worth, not to mention cause the relationship a lot of strain. Take it from someone who got preemptively dumped because the girl in question assumed she was inevitably going to get dumped and wanted to beat me to the punch.

These are the kinds of factors and feelings that come into play whenever an MC is lacking in confidence or feeling like they aren't "worthy" of responding to a girl's affections, no matter how overt and sincere those affections might be.

I could see some of that as being true, but seriously as a woman she will be treated like a puppet no matter what she does. They may respect her power, hence giving her control of the family. But they could give two shits less about her opinon off the battlefield.

As the head, people will have to respect her opinion regardless of what they personally think or risk disrespecting her whole house.

That's not how patriarchal bigotry works.

They view her as a weapon, a tool. Someone that they can point at an problem and have it delt with.

While we can speculate on the reasons hows and whys they replaced the father with his daughter, the end results are easy to see. The families political enemies have effectively kneecapped their authority. The daughter has a measure of military value, but is naive and completely inexperienced in politics. So as long as they don't throw down any gauntlets where she can pick them up, they can bully her into doing their bidding.
