Haha, well, trivia time it is!
In Russian it transformed into "кнут и пряник" (knoot i pryanik), meaning "whip and gingerbread", correspondingly. No idea why we put the whip in the beginning of the phrase though. I guess it sounds a bit better and snappier from the rhythmical standpoint.

@Inori Maybe whoever coined it/transferred it into Russian was a masochist that hated carrots so the whip was the reward and the carrots the punishment?

in german its also "zuckerbrot und peitsche", meaning "sugerbread and whip"
