The question that keeps popping up in my mind is... if each country only gets one hero, why would they pick children? Why not give the hero powers to the highest-performing member of the armed forces or something?

I don't think the countries get to pick them. Space Mom picks them. Probably based on factors like strength of their heart and being good people. Maybe some people have some spark that lets them utilize the bracelets, so not just anyone can use them.

Yeah.... I'm just remembering what this series was now, and why I quit reading it. The plot is utterly nonsensical.

"The arctic belongs to no country" you mean the ANTacrtica? The arctic is in Greenland.
