I believe temperature shock does work both ways, but heating metal is also how you reset it to 'default' so to speak, so it would be far less effective. They probably were thinking of ceramics though.
heating metal and cooling it down rapidely is called "hardening"

If you want to try getting technical with me, it's called tempering, and it is possible to fuck it up, whether by doing it too fast or getting it too cold, though that's harder in the proper process since the stuff being used to temper will typically be about room temperature or even warmer.

tempering is heating up metal to soften it and letting it cool down by itself.....just sayin
