That skilll simply allows the system to interact with reincarntors souls and give them skills since they are foreign, nothing more. Every reincarnator has that skill along with a cheat skill "D" thought would be interesting for them to have. They have more skills simply because they recover their memories very young and since all of them are media savy they start training skills as soon as possible starting with mental skill and moving on to physical skill as soon as they can move.

Her backstory is kind of a hint as to why she has that skill. The skill point thing though, in the chapters the manga skipped involving the other classmates thats pretty much the avarage everyone got.

Kumo was given enough skills plus a body to start right away unlike the baby who has great starting skills but is a baby lol. After seeing things in this world like Mother and her ancestor getting as powerful as possible under extreme battle conditions is a bonus in itself.
