That last scene was such a waste opportunity for character/story development.

Murdering a random criminal for moral assumptions was weak. They criminals looked shady, but they are doing the equivalent of community service, with no mention that their crimes were capitol ones (murder, rape, etc). Getting murdered for embezzlement or something would suck, lol. Plus, MC could have killed the dude and try to gain another rune or otherwise test the "game" system.

Criminal coudn't talk back, so MC was basically monologue-ing for exposition in that scene. This series has been above average so far, so this bad scene really stands out; I hope it's a one-off.

Character development is necessary no matter how small it's. With this we all know that the MC have become much more edgy - I mean, he lost in his own power.
As for justification about criminal, well ... don't you read the previous chapthers? I suggest you read again.
Beside that, don't you understand at the last statement "He's a S Rank adventurer, so law doesn't bind him" we can simply take it as Strength is above all else where law couldn't reach. However the law still being reinforched by strong people but they are limited in numbers so they couldn't take care every problem, this is why the agency warn MC about potential danger about S Rank advent.

Why would be different in here, this duo artist and writer dont look like romanticists fellows by how he has written and drawn this manhwa.
