Why do bullies in manga frequently pull shit that would be straight up illegal in America? Are things really that toxic in Japan?

If it was once or twice I’d assume dramatization, but every time bullies show up in any manga it’s like they jump immediately to “call the cops”.

Ya know, I don't get why we have to make every villains have some sympathetic backstory or misunderstood. Like why can the guy just straight up a fucking jerk that hated her hobby? It's not like those people are rare in society. Just give me a villain that is just straight up evil

You're talking as if pure jerks are rare. They show up enough. I find it more common that it's the other way around, that they turn into jerkier jerks just to give the MC an enemy they can deal with without any moral concerns.

I have no idea how they planned on getting that past her parents. Attacking someone's child in their own home tends to be suicidal.
They intended to pretend to be friendly until they'd gotten into Nanami's room and her parents were out of sight. Then they'd turn on her and start destroying her stuff. If Nanami called for help, they'd still be able to destroy a bunch before her parents came to help, but the odds are high she'd have been so in shock she wouldn't have, giving them time to destroy everything and leave before her parents found her distraught.

You have to remember with girls that the abuse is at least 90% psychological and can cause lifelong trauma. In fact, for the types of girls that do this stuff, the trauma is the entire point. Which, sadly, means the end result of her becoming a hikki and dropping out of school probably made them quite happy.

And then what? Doesn't matter if they leave or not, it's still clear they're criminals, which can easily lead to a worse life for them in the near future.

The other option it could head is "You've seen the part the Dad knows about. Now you're seeing the part this boy from the old high school knows about. Next flashback, what the Other Two Girls did over then next few days at school, that ultimately led to Nanami dropping out."

It seems like all he has to actually do is tell her mother, though. "Some girls from school are planning a mean prank on Nanami, I'm here to let her know and prevent it from happening."

Assuming they're not already in the house, or arriving very soon. That would probably complicate things in his eyes, because he doesn't have proof that they were planning to do so., and he's desperate not to rock the boat about his social standing.
thats assuming the mother knows, if he doesnt know what the mother is like then she could be the type to either downplay it or say "its just foolish anime junk, no one would care about it anyway"

because it's more realistic to have a reason to do these kinda things than just "evil because evil"? I genuinely don't understand why some people say a villain or antagonist in a story having motivations for their actions is bad now, like would you seriously have liked it more if he was just "fuck you now that I've seen your room I hate you you piece of shit even though we were friends until yesterday and I already knew you were an otaku before this"? because that seems like dogshit writing to me

Nobody's born evil dude, even if there are some people that are assholes just for the sake of it irl (which are not the majority anyway) doesn't make it interesting to read in a story
