I'm gonna assume the newspapers have to do with Kazumi's abuse. Rolling them up and using them as beating rods sounds about correct - though 'banning them', as it seems the grandfather is doing, makes it sound like he's potentially realized the error of his treatment of his daughter, potentially? Not enough to actually apologize, but more just to outright remove the memory of it, possibly relating to feelings of shame over remembering each time he saw a newspaper.
If that's the case, then perhaps it could be "resolved", or at least the process can be begun, by forcing encouraging an actual meeting between Kazumi and her father, and getting them to try and mend things - or at least apologize and seek some level of closure.
Dunno how that resolves Kazumi's own twisted generational trauma abuse, but it would hopefully be a step on that path.
