Not true; it also depends on the school.

In my school, everyone was kinda nice and friendly. So even the "losers" had people being nice.

In fact, my friendships were formed because nobody liked that I was being left out...

Even the "bullies" had some care... like, they'd make fun of a kid, but they were okay with people making fun of them the same way... and if the kids they made fun of forgot lunch, they'd buy them a lunch...
